It all depends on the school. However usually a Web Design course focuses more on the HTML and CSS, making the site look pretty. On the other hand Web Developing courses usually focus on PHP or some other server side language, making the site function.
Edit: function as in handle all the databases, user accounts, verifying people are logged in, handling comment system, etc. Pretty much all the stuff the website DOES and the other handles how it LOOKS
Edit: Yeah there are programs like Dreamweaver that supposedly make web design easier, but I prefer to code my pages by hand.
